The building, a quadrangle dwelling, is the former residence of famous Chinese journalist Lin Baishui (1874-1926). The residence was rated as a foremost protected cultural heritage site in Xicheng district in 1990.

After a major renovation, this building exudes quaint charms and provides a quiet and pleasant reading atmosphere with interior decoration in traditional Chinese style. It can accommodate up to 100 readers at the same time.

The library is open to both adults and minors. Boasting a founding collection of 15,000 books, it also purchases new books on a regular basis to ensure its holdings keep pace with the general book market.

The library is also planning multiple services, including book borrowing, selling, and providing food and drinks.
